decorating apartment walls?

Any ideas? I live in an apartment and cant paint my walls. I would like to make decals (since i do not want to spend this much money on online ones like this http://www.miraentuinterior.com/eng/0/catalogo_detalle/0/2/91/0/ ) or use wall paper.

I’m a teen with a neon orange and blue themed room. The decal I want to make takes blue and black and I cant find neon/light/teal blue in any shelf liners or contact papers.

As for wall paper I cant find anything fun and bright that I like. Links appreciated.

Any other decorating ideas? I’m not so much into pictures on my walls because I think they look tacky on plain white walls.
