what can I find that will cut custom stickers?

ii have seen things that can cut letters and stupid shapes for over 300 dollars even though they sell sheets with the letters and shapes already cut out right next to them. but i want something i can plug into my computer and take any image and make it into stickers like if i have a tiger stripe pattern i want to cut out the tiger stripes(not just a square with the pattern) and im not sure what machine I could buy to do that with or if im better off just buying vinyl adhesive sheets and using an exacto knife on them
