Yes, you can mail yourself an unsealed envelope, put stuff it in later, then seal it. Doesn't prove what was in it when you mailed it. This effort is just a waste of time, perhaps left over from before the days of time-stamped computer files. Besides, you STILL have to submit a copy of your official registration if you sue someone in federal court, as proof of your ownership. If you register early you get to sue for statutory damages of $30,000. As for "bumper sticker" printers, just about any good poster or sign shop can do it for you.
